Cars parked along W. College fit within rules – Appleton Post Crescent
Question: Two car dealers on West College Avenue park vehicles with price tags on them along their respective frontage roads. There are also cars with license plates on them. I presume they are employee cars and that the dealers didn’t have enough room on their packed car lots for them to park. Anyway, who gave them or how did they get permission to park there and to expand their sales lots onto public property?
Answer: I asked Grand Chute Police Chief Greg Peterson to review the situation. He initially thought the cars parked on the south frontage road, by Kolosso Chrysler Jeep Dodge Ram, were in violation of a town ordinance that prohibits parking on the frontage road between the railroad tracks and Interstate 41.
The town’s jurisdiction in that area, however, only pertains to the south side of the south frontage road, and the cars by Kolosso are parked on the north side of the south frontage road. The north side, west to Lilas Drive, is governed by Appleton, and the city has no prohibition on parking in that section.

Grand Chute has jurisdiction on both sides of the north frontage road west of Lilas by Les Stumpf Ford. The town’s prohibition on parking, though, extends only 650 feet east of Bluemound Drive. That essentially covers the road in front of the American Legion Post 38 property. It doesn’t cover the road in front of Les Stumpf Ford, where the cars are parked.
“It seems as though there are no violations,” Peterson said. “It’s kind of a convoluted combination of circumstances that get us to that point.”
Grand Chute doesn’t have an ordinance that prohibits advertising the sale of a car parked along a road, as Les Stumpf Ford is doing. Peterson said he isn’t aware of any state law against the practice, either.
“I believe what they’re doing is permissible,” he said.
