FRANKFURT—Volkswagen AG elected its former finance chief as chairman of its supervisory board and vowed to provide details soon of how the company duped environmental regulators for years.

The supervisory board elected Hans Dieter Pötsch, the company’s 64-year-old chief financial officer, as chairman, filing a post left open since April when former patriarch Ferdinand Piëch resigned.
